Call for Evidence Opens on the Future of Treaty-Based European Partnerships, With Direct Relevance for PRIMA

The European Commission has launched a Call for Evidence on the future Single Basic Act for Joint Undertakings, a process that will shape how Treaty-based European Partnerships operate under Horizon Europe from 2028 to 2034.

The call for evidence is open for feedback until 14 July 2026 via the Commission’s portal.

Notably, the accompanying Impact Assessment also covers Article 185 initiatives, placing PRIMA and the future of Euro-Mediterranean research and innovation cooperation squarely within its scope. Stakeholders can submit feedback until 14 July 2026.

For the PRIMA Partnership, this discussion is particularly important.

Water resilience has become one of the defining challenges facing the Mediterranean and an increasingly urgent strategic priority for Europe as a whole. Drought, water scarcity, pressure on agricultural systems, food security, ecosystem health and climate adaptation are closely interlinked, and addressing them effectively requires cooperation that crosses national borders.

Over the years, PRIMA has demonstrated what Euro-Mediterranean research and innovation cooperation can deliver: shared knowledge, field-tested pilots and concrete solutions spanning water management, sustainable agriculture, food systems and the Water-Energy-Food-Ecosystems Nexus.

The priority now is to strengthen the pathway from research outcomes to real-world uptake, replication and scale, helping promising solutions move beyond the pilot stage and become genuinely usable by territories, farmers, SMEs, public authorities and other end-users.

Through this Call for Evidence, stakeholders are invited to weigh in on how future Treaty-based Partnerships can continue to deliver impact, strengthen synergies across initiatives, support the uptake of research results, and contribute to a fuller innovation-to-investment journey.

With feedback open for a limited window, organisations engaged in Euro-Mediterranean cooperation are encouraged to contribute their perspective before the 14 July deadline.
