WECEN is a specialized technical and policy advisory firm based in Morocco, dedicated to sustainable development across the Water-Energy-Food-Ecosystems (WEFE) Nexus. We provide high-level expertise in water policy, innovative desalination solutions, renewable energy transition, and climate diplomacy. WECEN excels in bridging the gap between scientific research and policy uptake, offering services in project management, technical assessments, and the diversification of funding sources for international development.

WECEN offers extensive experience in coordinating and implementing complex multi-stakeholder projects in the MENA/Euromed region. We are currently engaged in the PRIMA program as partners in SIRENA project (to start officially next June/July), and expert evaluators and advisors for projects such as WEFE4MED and Agreemed.
We propose to lead or support work packages related to:
1. Technical Expertise: Specialized knowledge in desalination for agriculture and non-conventional water resources.
2. Nexus Integration: Proven track record in implementing Water-Energy-Food-Ecosystem (WEFE) Nexus strategies.
3. Policy & Advocacy: Strong links with the Union for the Mediterranean (UfM), League of Arab States, and national ministries to ensure policy uptake.
4. Dissemination & Exploitation: 25+ years of experience in managing the communication and market uptake of EU-funded research (FP7, H2020).
Dr. Jauad El Kharraz, CEO of WECEN, has led over 50 international projects and previously served as the Executive Director of the Regional Center for Renewable Energy and Energy Efficiency (RCREEE) in Egypt and head of research at the Middle East Desalination Research Center in Oman as well as projects manager at the Euro-Mediterranean Water Information System (EMWIS) in France. He currently serves as a Senior Consultant for IRENA, FAO, GIZ, Swedish Institute, CIHEAM and UN ESCWA, GWP-Med, WES-BCA, Resilient Water Accelerator… specifically focusing on water agenda in the Mediterranean, tripling renewable energy and desalination for agriculture in the Mediterranean.
