Strategic Geographic Relevance: A “Living Laboratory” Located in the Hodna region, a strategic transition zone between the northern sub-humid mountains and the Saharan arid plains, U. M’sila serves as an ideal “Living Laboratory” for PRIMA’s thematic areas. Our region is characterized by a semi-arid to arid climate, making us a primary site for studying: • Climate Change Resilience: Mitigation and adaptation strategies for extreme weather events and desertification. • Water Scarcity: Management of non-conventional water resources and “Wadi” (ephemeral river) hydrology. • Agro-Pastoral Systems: Preservation of the unique steppe ecosystems and sustainable livestock management. 3. Research Excellence & Core Competencies U. M’sila hosts 23 accredited research laboratories. Our expertise directly aligns with the three PRIMA pillars, notably through: • Laboratory of City, Environment, Hydraulics and Sustainable Development: This lab specializes in hydraulic engineering, urban water cycles, and sustainable territorial planning. It focuses on water infrastructure resilience and the management of hydrological risks (such as flash floods), which are critical in the Mediterranean context. • Laboratory of Water, Environment, and Renewable Energies: Focused on groundwater management, wastewater treatment for irrigation, and the Water-Energy-Food-Ecosystem (WEFE) Nexus. • Farming Systems & Biodiversity: Our specialized departments work on soil health, drought-resistant crop varieties, and the sustainable management of saline soils (Chott el Hodna, a Ramsar site). 4. 1. Project Rationale & Objectives The proposed project aims to develop an integrated digital twin and monitoring system for water resources in the Hodna Basin, a representative semi-arid Mediterranean ecosystem facing severe water stress and quality degradation. By combining IoT-based real-time monitoring, AI-driven predictive modeling, and sustainable hydraulic management, the project seeks to optimize water allocation for both agriculture and urban needs while ensuring long-term resource preservation. 2. What the University of M’sila Proposes (The Offer) As a key partner or host institution, the University of Mohamed BOUDIAF – M’sila offers: • Strategic Pilot Site (The Hodna “Living Lab”): Full access to the Hodna region, including the Chott el Hodna (a Ramsar wetland of international importance). This area serves as a perfect proxy for many Mediterranean regions facing desertification and groundwater depletion. • Technical Expertise in Hydraulics & Environment: Through our Laboratory of City, Environment, Hydraulics and Sustainable Development, we provide advanced modeling of “Wadi” hydrology, urban water cycle analysis, and hydraulic infrastructure resilience. • Data Acquisition & Field Access: Strong capacity for on-site data collection, water quality sampling, and socio-economic surveys. We bridge the gap between academic research and local stakeholders (farmers, water authorities, and the High Commission for the Development of the Steppe – HCDS). • Innovation & Scaling: Our University Incubator is ready to support the TRL (Technology Readiness Level) advancement of project solutions, facilitating the transition from prototype to market-ready tools for local water managers. 3. Expertise Sought (The Collaboration Needed) We are looking for European and Mediterranean partners (Universities, Research Centers, and SMEs) to complete the consortium with the following expertise: • Remote Sensing & Satellite Imagery: Partners specialized in using Earth Observation (EO) data (Sentinel/Copernicus) for monitoring soil moisture, crop water requirements, and aquifer depletion. • Advanced Water Treatment Technologies: Experts in low-cost, decentralized wastewater treatment or desalination solutions adapted to rural semi-arid contexts. • Smart Systems & AI Architecture: Partners capable of refining the AI algorithms for predictive water management and developing user-friendly dashboards for decision-makers. • Circular Economy & Water Governance: Expertise in the socio-legal and economic frameworks of the Water-Energy-Food-Ecosystem (WEFE) Nexus. 4. Expected Impact of the Collaboration The collaboration aims to deliver a scalable decision-support system that can be replicated across the Mediterranean basin. By joining forces, we intend to move beyond traditional water management toward a “Smart Water” paradigm, enhancing food security and climate resilience for smallholder farmers and local communities in arid zones.
